Management Team

Dr. Jacques P. Bingue
IES is lead by Dr Jacques P. Bingue, a combat decorated veteran of the US Marine Corps. His expertise in energy efficiency and waste-to-energy began as a mechanical engineering undergraduate. Dr. Bingue obtained his doctorate in Mechanical Engineering by developing a process to obtain clean and carbon-free hydrogen from petroleum toxic wastes. His main strength is maximizing energy output, thus monetary savings, from waste streams.

Dr. Bingue has authored 7 refereed publications and 3 contractor reports including Proceeding of the 2002 US Department of Energy Hydrogen Program Review.

Financial operations at Innovative Energy Solution are the domain of Jean Pierre-Victor who possesses formal training in both accounting and engineering. As an electrical engineer at the S&C Electric Equipment Company in Chicago (IL), Mr. Pierre-Victor designed smart sensors to protect the electric distribution grid. He also has been an accounting supervisor at Harding & Smith, Inc. where he handled a variety of accounting functions including job bidding and cost calculations. He holds an MS in electrical engineering from University of Illinois at Chicago.

Josiane Arbouet is the Business Development Officer responsible for business strategy, product commercialization and expansion of IES cleantech solutions. Josiane has over 15 years of professional experience in innovation management, partnership development, new technology project financing and business development in highly competitive and regulated industries such as financial services and natural gas. Her professional experience includes product development & management positions at several fortune 500 companies including National Grid. Josiane holds a B.Sc. and M.Sc. from the Polytechnic Institute of NYU.

The company is staffed by six engineers and technicians where half hold Master or PhD. The company is also partnered with one the most experienced co-generation engineering firm in the nation. Additional project backing can be provided by the equipment manufacturer, the leading engine maker in the world.

The company’s technical advisors are experts in electricity generation and energy efficiency.

Robert Kramer, PhD
Dr Kramer is Professor of Electrical Engineering and Computer Science at Purdue University at Calumet. As Director of the Energy Efficiency and Reliability Center, he is on the cutting edge of energy transformation and efficiency. His projects range from novel methods for biogas production from anaerobic digestion to metallurgical coke production.

Prior to his academic appointment, Dr Kramer was chief scientist for NiSource, parent company of the Northern Indiana Public Services Utilities Company (NIPSCO). NIPSCO is the primary utilities provider in the Northwest Indiana area. As a result, Dr Kramer understands how energy technologies and costs affect communities, businesses, and industries. More importantly, Dr Kramer’s expertise is in interconnection between utilities grid and small electricity production devices. Dr Kramer received his PhD from Purdue University.

Lawrence A. Kennedy, PhD
Dr. Kennedy is Dean Emeritus of Engineering at the University of Illinois at Chicago. Prior to joining University of Illinois as dean of the College of Engineering in 1995, he was Distinguished Professor of Mechanical Engineering at Ohio State University where he served as Chairman of the Department of Mechanical Engineering. He also served as Director of the Center for Automotive Research and Professor at the Ohio Aerospace Institute at the NASA Lewis Research Center.

Dr. Kennedy has been a technical advisor to the North Atlantic Treaty Organization (NATO) and the National Science Foundation. He has also been a member of the Combustion Institute’s Advisory Board, the most prestigious organization in combustion and energy science. He received his PhD from Northwestern University in 1964 and his BS degree (with honors) in 1960 from the University of Detroit. He published over 180 archival publications and more than 200 publications in areas of hydrogen generation, non-equilibrium plasma, environmental science, and energy efficiency.

William O’Keefe, PhD
Dr. O'Keefe was the executive vice president and chief operating officer of the American Petroleum Institute. He is now the Chief Executive Officer and Member of the Board of Directors of the Marshall Institute.  The Marshall Institute is a science policy think tank that promotes the better use of science in public policy that challenges the misuse of science in public policy. He is also the president of Solutions Consulting, Inc, a strategic counseling firm that help clients identify and implement creative solutions to achieve objectives on public policy, communication, and organizational matters.

Dr. O’Keefe has held positions on the Board of Directors of the Kennedy Institute, the U.S. Energy Association and the Competitive Enterprise Institute and is Chairman Emeritus of the Global Climate Coalition. He has also served as Senior Vice President of Jellinek, Schwartz and Conolly, Inc., and Chief Administrative Officer of the Center for Naval Analyses.
